A citizen challenged a fabrication workshop allegedly set up in a residential zone, claiming it causes pollution and that authorities ignored his complaints. The Supreme Court did not decide the merits of whether the workshop violated zoning rules or caused pollution. Instead, it directed the local panchayat and state pollution board to consider and decide the citizen's written complaints within 60 days in accordance with law. The Court held that if authorities intend to pass any adverse orders, they must follow principles of natural justice and give the petitioner an opportunity to be heard."
