Cement workers' union sought reliefs from the High Court of Gujarat regarding non-payment of wages by a cement company after its factory in Porbandar, Gujarat closed. The company, registered in Calcutta, challenged the High Court's territorial jurisdiction. The Supreme Court held that Article 226(2) of the Constitution allows a High Court to exercise writ jurisdiction when any part of the cause of action arises within its territorial limits, regardless of where the respondent is situated. Since the factory, dispute resolution forum, and relief sought all pertained to Gujarat, the writ petition was maintainable there. The Court allowed the appeal and remanded the case for merit-based adjudication.
