Chairman, Quilon Medical Trust sought a writ petition challenging Kerala University of Health Sciences' refusal to open its internet portal to allow an application for affiliation to add a Dental Department. Although holding an Essentiality Certificate from the Kerala Government, the petitioner was denied even the right to apply. The University argued there was an oversupply of dental seats. The Supreme Court held that while the University retains final decision-making power on applications, it cannot impose a blanket ban preventing applications altogether. The Court ordered the University to open its portal within 24 hours, permitting the application to be filed and considered on merits.
