The Supreme Court held that under the Cable Television Network Rules, permission is conditional on obtaining security clearance, which is mandatory. The Court ruled that in national security matters, strict natural justice principles need not apply, and the executive's assessment prevails. Since the company failed to obtain security clearance, the cancellation was lawful. The appeals were dismissed, though the company may reapply.
