A medical college sought renewal of permission to admit students for the academic year 2017-18. The Medical Council of India (MCI) and Central Government rejected the renewal citing faculty and resident doctor shortages (15.9% and 25.88% respectively) exceeding acceptable limits. The college challenged this, arguing the MCI conducted an improper fresh inspection after the matter was remanded. The Supreme Court held that the MCI is not bound by a limited remand doctrine and may conduct fresh inspections; however, decisions must be reasoned and objective. The Court affirmed the denial for 2017-18 as the deficiencies were incompatible with MCI guidelines, but indicated the college could apply for renewal in 2018-19."
