The Medical Council of India appealed a High Court order directing it to recommend renewal of a medical college's permission for increased student intake (150 seats). The MCI had rejected the request after conducting a second inspection that revealed additional deficiencies beyond those identified in the first inspection. The Supreme Court held that the MCI has full authority to conduct multiple inspections and verify compliance with minimum standards beyond initially identified deficiencies. The manner of verification is within the MCI's discretion and it is not bound by suggestions from the Union of India. The Court set aside the High Court's judgment and allowed the appeal, upholding the MCI's decision to restrict admissions to 100 seats.
