St. Stephen’s Malankara Catholic Church vs State of Kerala and Ors

Bench: 1 — Devan Ramachandran

In Brief

The Supreme Court issued comprehensive directions to address the proliferation of unauthorised flex boards, banners, flags and hoardings across Kerala. The Court directed Local Self Government Institutions to remove all unauthorised boards within 10 days, with penalties to be recovered from officials who fail to comply. Police are instructed to register criminal cases against persons erecting such boards. District Collectors must inspect compliance, and Deputy Directors of Panchayats and Regional Joint Directors of Urban Affairs are appointed as Nodal Officers to oversee implementation. The order aims to combat a public menace perpetrated largely by political parties and other powerful entities.
