The Supreme Court reversed the High Court's decision on whether Classical & Vernacular (C&V) Teachers are entitled to promotion to Elementary School Headmaster positions. Although the 2012 Rules notionally converted C&V Teachers to TGT status, the Court held this was merely to extend the 2012 Rules to them, not to make them members of the TGT Cadre. The TGT Cadre includes only Masters appointed before 2012 and new appointees after 2012. C&V Teachers, representing a dying cadre with no further recruitment, cannot access the promotion reserved for TGTs. The ruling emphasizes that feeder and promotional cadres must not be conflated and that service rules require cumulative reading aligned with educational policy objectives.
