In Brief

The State of Haryana challenged a High Court order promoting Classical and Vernacular (C&V) Teachers to Elementary School Headmaster. When the 2012 Service Rules converted C&V Teachers to Trained Graduate Teacher (TGT) status, the High Court held they became eligible for the 85% promotion quota reserved for TGTs. The Supreme Court reversed this, holding that the conversion was notional—merely to govern their service conditions under new Rules. Only Masters appointed under the old 1998 Rules qualified as true TGTs. C&V Teachers remain a distinct, feeder cadre, ineligible for automatic promotion to Headmaster. The Court prioritised educational quality, preferring qualified TGTs over lower-qualified C&V Teachers in primary schools.
