In Brief
The State of Tamil Nadu challenged the High Court's order quashing an FIR against accused persons for illegal printing and sale of lottery tickets and possession of unaccounted cash of Rs. 7.2 crores. The High Court had terminated the investigation at an incomplete stage based on the accused's explanation that the cash represented payment received for a property sale agreement. The Supreme Court allowed the appeal, holding that the High Court's premature assessment was improper. With recovery of huge cash and its acceptance by the accused, investigation must proceed to completion. Whether the accused's explanation is acceptable is a matter for appropriate procedural stages, not for early FIR quashing.
