A Sub-Divisional Engineer challenged a seniority list that determined his rank based on actual date of joining rather than notional promotion date. The Central Administrative Tribunal and High Court upheld the date-of-joining approach. The Supreme Court dismissed the appeal, holding that the 1996 Recruitment Rules do not contain ROTA (rotation of vacancies) provisions or authorize retrospective seniority. Earlier three-Judge Bench judgments (12.08.2014) had already settled the identical issue, approving seniority based on actual joining dates. The Court found no necessity to reconsider the matter given the binding precedent."
