The Supreme Court reviewed land acquisition compensation for an industrial township in Haryana involving about 1,500 acres from six villages. The High Court had awarded Rs.41.40 lakhs per acre but the Court found the escalation rates and methodology flawed. The Court held that the base rate of Rs.20 lakhs per acre (established in an earlier acquisition in 1994) should be used, with an 8% cumulative escalation for Naharpur Kasan and Kasan villages (reaching Rs.37.54 lakhs per acre), half that increase for Bas Kusla, Bas Haria and Dhana (Rs.28.77 lakhs per acre), and 50% additional enhancement for Manesar (Rs.56.31 lakhs per acre). The Court rejected reliance on allotments of developed plots and disallowed severance charges, allowing HSIIDC's appeals and dismissing the landholders' appeals.
