The Supreme Court dismissed appeals by Ajith K and others challenging the Kerala High Court's decision that invalidated the appointment of certain candidates to municipal posts. The High Court had found that the Kerala Public Service Commission failed to properly apply Rule 10(a)(ii) of the Kerala Municipal Common Service Rules 1967 by accepting a diploma without determining its equivalence to the prescribed qualification through proper executive orders. The Supreme Court affirmed that the KPSC's failure to apply the mandatory procedural requirements, and its reliance on extraneous considerations regarding acceptability in another department, rendered the appointments invalid."
