Anant Raj Ltd. and others appealed against a High Court order canceling licenses granted by Haryana for group housing development in Gurgaon. The High Court had found that the State's 'First Come First Serve' policy for granting licenses was unfair and non-transparent, violating Article 14 of the Constitution. The Supreme Court upheld the High Court, holding that the 'First Come First Serve' method lacked statutory foundation, was inherently arbitrary, and violated constitutional requirements for fair and non-discriminatory administrative action. The Court affirmed that all pending applications must now be considered under the State's new 2017 transparent policy. The appeals were dismissed.
