This case concerns 93 Non-Joining Duty vacancies reported to the Kerala Public Service Commission after a Ranked List expired. Candidates empaneled in the first Ranked List (published September 2013) sought appointment against these vacancies reported in July 2016. The Supreme Court upheld the High Court's Full Bench decision that the first Ranked List expired on 1 June 2016 (one month after the last batch commenced training on 1 May 2016), in accordance with the Kerala Public Service Commission Rules. Since the vacancies were reported after expiry, they could not be filled from the expired list. The Court rejected arguments based on judicial interim orders, holding candidates received all vacancies available during the list's lifetime and suffered no prejudice from Court action.
