Direct appointee Sub Inspectors of the Central Reserve Police Force challenged their placement in the seniority list, contending their seniority should be dated from training commencement rather than appointment date. The Union of India cross-appealed. The Supreme Court upheld Rule 8(e) of the CRPF Rules, 1955, which fixes seniority from the actual date of appointment. Since direct appointees were appointed after promotees commenced training, they ranked junior to promotees regardless of their appointment proximity to training start date. The Court dismissed both appeals, finding no merit in the appellants' arguments regarding the proper interpretation of seniority determination rules under the CRPF framework.
