The Supreme Court closed a judicial commission of inquiry into Power Project Agreements with Maharashtra when more than 25 years had elapsed since execution. The foreign corporation and original proponents were no longer available, senior officials had retired, and key witnesses could not be traced. The Court held that in such peculiar circumstances, continuing the inquiry would serve no useful purpose. Faced with practical impossibility of investigation and accountability, the Court exercised discretion to close the petition in the interests of justice.
