This case concerned mining leases in Goa where mining activity had violated statutory requirements. Environmental and public interest groups sought termination of these leases. The Supreme Court balanced the interests: while affirming that illegal mining is prohibited, it permitted mining leaseholders to transport minerals already extracted and subject to royalty payment, provided they obtained valid transit permits from State authorities.
