The Supreme Court dismissed the appellant's bail application in a murder case registered under IPC Sections 302, 120-B/34 and Arms Act provisions. The Court refused bail because the trial was near completion with almost all prosecution witnesses examined. More significantly, the Court issued comprehensive directions requiring investigating officers nationwide to strictly comply with mandatory requirements of Section 173(2) of the Code of Criminal Procedure when submitting chargesheets, including all prescribed details and accompanying witness statements and documents. The Court clarified that pending investigation against other accused or missing documents does not vitiate a chargesheet if sufficient evidence for the charged accused is on record.
