Daffodils Pharmaceuticals challenged a debarring order that prevented it from being considered in a government tender for medicine supplies. The High Court had dismissed Daffodils' writ petition, upholding the rejection. The Supreme Court held that while judicial review in public contract matters is limited, the State cannot indefinitely bar a bidder without providing a hearing. The debarring order violated natural justice principles. Although the order predated the judgment by over 4 years, the Court quashed it to serve the interests of justice and set aside the High Court's judgment, allowing Daffodils' appeal.
