The appellants, Inspectors in the Himachal Pradesh Police Service, sought seniority and promotion benefits as Deputy Superintendents of Police (DSP) from their temporary appointment date in 1995, despite their temporary promotion letter explicitly stating it conferred no such rights. The Supreme Court upheld the High Court's decision, holding that temporary or ad hoc promotions do not grant officers the right to claim seniority or regular promotion from that date. Officers are entitled to seniority only from the date of their substantive/regular promotion as recommended by the Departmental Promotion Committee. The appeal was dismissed.
