The Punjab government proposed a pension scheme in 1991 as an alternative to a contributory provident fund, implementing it in 1999 with a cutoff date of 1 July 1999. The State initially denied benefits to some retirees falling between 1995–1999, claiming only those retiring after 11 May 1995 were eligible. However, the State had officially represented to the Supreme Court that 214 persons were eligible. The Court clarified that all 214 persons in the government's own list are entitled to pension benefits without exception, regardless of their exact retirement date within the 1995–1999 period, and directed implementation from January 2018.
