The Madhya Pradesh Public Service Commission conducted a state service examination for 571 posts. An amendment to the examination rules in February 2020 changed when meritorious reserved category candidates could be segregated from reserved category slots—a change that harmed such candidates' prospects. The amendment was later revoked in December 2021. The High Court directed a special main examination for newly eligible candidates, with results from both main examinations to be merged and normalized. The Supreme Court upheld this approach, finding the normalization process transparent and fair. The Court reaffirmed that reserved category candidates meeting open category merit can be selected as open category candidates, and courts should not interfere with expert selection bodies absent arbitrariness or malfeasance. The appeal was dismissed.
