Delhi Jal Board sought contempt action against Haryana for allegedly violating a 1996 Supreme Court order to maintain 450 cusecs of water flow into Delhi's Wazirabad reservoir. The Court dismissed the petition, holding that the 1996 order was explicitly interim and subject to modification once the Upper Yamuna River Board became functional. Since 1996, major infrastructure changes (Carrier Lined Channel and Twin Pipelines) had occurred. The Board's 2018 and 2021 decisions confirmed Haryana was releasing water per agreed allocations. The Court cautioned against repeated petitions for relief previously rejected.
