The Delhi Subordinate Services Selection Board advertised posts for PGT (English) with age relaxation available to government servants and departmental candidates. The respondent, a teacher employed by the South Delhi Municipal Corporation since 2006, was over 36 years old at the application closing date and claimed entitlement to age relaxation. The High Court and Central Administrative Tribunal allowed her claim. The Supreme Court reversed both orders, holding that age relaxation benefits apply only to Central Government civilian employees and departmental candidates of the concerned Central Government department, not to employees of autonomous bodies like the Municipal Corporation. The Court distinguished internal promotion eligibility from departmental candidate status for direct recruitment purposes."
