An APSRTC (now TSRTC) Depot Manager challenged a Division Bench order that had set aside disciplinary action against N. Danaiah for ticket irregularities committed on 19 January 2003. The Supreme Court held that a circular issued on 26 December 2004 could not be applied retrospectively to earlier misconduct. Since the Enquiry Officer's and Labour Court's findings were not properly overturned by the Division Bench, the Supreme Court allowed the appeal and restored the departmental enquiry's conclusions.",
