Dr. Ashok Sinha challenged the governance structure and fees of Tripura Medical College. The State, following an earlier High Court judgment, had reconstituted the College under a hybrid model: a society with both government nominees and non-government members managing operations. The Supreme Court held that choosing a governance structure for a state-promoted institution is a policy matter exclusively within the State's domain, not subject to judicial review. Fee disputes should be resolved through regulatory committees, not appellate courts. The appeal was dismissed.
