The Supreme Court examined challenges to a High Court order directing CBI investigation into alleged irregularities in a 2015 teachers' eligibility test recruitment process affecting over 23 lakh candidates. While the Court permitted CBI investigation to continue given evidence of a large-scale recruitment scam, it set aside orders terminating 269 candidates' employment and removing the Board President without procedural fairness. The Court held that no person can be adversely affected by judicial orders without notice and hearing, irrespective of serious allegations. The Board President's removal was stayed pending resolution on merits; terminated candidates were to be impleaded as parties and heard.
