The Supreme Court allowed a writ petition challenging the appointment of a Vice Chancellor to Sardar Patel University. The petitioner argued the appointment violated UGC Regulations, 2010 and 2018, which prescribe minimum qualifications (including ten years as a professor) and a specific search committee composition. The appointee lacked the required professorial experience and the search committee was not constituted as mandated. The Court held that because the State adopted a central pay scheme conditioning receipt of 80% central assistance on implementing UGC regulations unmodified, the State must comply with UGC norms. The appointment was contrary to statutory provisions and warranted quashing via quo warranto.
