The Government of India appealed against enforcement of a foreign arbitral award arising from a Product Sharing Contract relating to the Ravva petroleum field. The Supreme Court upheld the Delhi High Court's decision to enforce the award. The Court held that the three-year limitation period under Article 137 of the Limitation Act applies to foreign award enforcement petitions, not the 12-year period. The Court also held that the foreign award was not contrary to India's public policy, as challenges on public policy grounds must be narrowly construed under the New York Convention. The enforcement court cannot review the award on merits or substitute its own interpretation of contract terms; it can only refuse enforcement on limited grounds specified in the Act. The appeal was dismissed with no order as to costs.
