Himachal Pradesh Cricket Association sought quashing of criminal proceedings relating to land allotments for development of an international cricket stadium at Dharamshala. The Supreme Court allowed the appeals and quashed the FIRs, holding that no criminal act was disclosed: senior government officers involved in approving the allotments were not prosecuted, the Central Government and CVC declined sanction to prosecute other officers, and the transactions resulted in public-beneficial assets worth over 150 crores. The Court emphasised that a chargesheet is merely a preliminary process open to challenge, and lack of criminal intent was evident from official approvals and subsequent promotions of officers.
