Finding no cogent evidence directly linking her to the incident or substantiating six vague charges against her, the Court held that removal is individual, not collective, and requires specific attribution of misconduct to the individual member. The Court ruled that institutional lapses alone do not constitute misbehaviour, revoked her suspension, and recommended restoration with full benefits.
