The Supreme Court set aside orders by the National Consumer Disputes Redressal Commission directing the Indore Development Authority to allot a plot to the respondent after 28 years. The respondent had been allotted a plot in 1995 but defaulted on payment. Despite a favorable 2006 High Court order to complete payment within 30 days, the respondent failed to do so and later sought relief through consumer complaint proceedings. The Court held that consumer forums cannot grant final relief via interim orders, and a public authority cannot be compelled to revive a terminated allotment after such an inordinate delay without a fresh public process. The Court directed a fresh tender and auction."
