The appellants claimed seniority should be reckoned from the initiation of recruitment proceedings. The Supreme Court held that seniority of direct recruits must be calculated from the date of actual appointment, not from the date recruitment begins. The Court emphasized that granting retrospective seniority for periods when an employee was not in the cadre would unfairly harm those validly appointed earlier.
