Though the applicant was a woman from a Scheduled Caste category, the Supreme Court held that strict procedural compliance is required for all candidates. The Court ruled that higher marks and protected category status do not override the mandatory requirement to submit all specified documents, and courts cannot overlook such procedural non-compliance. The appeal was allowed and the High Court Division Bench's order in favour of the applicant was set aside.
