In Brief

The Supreme Court resolved three financial disputes arising from Delhi Metro Rail Corporation's Phase IV expansion. The Court upheld that: (1) operational losses should be borne by the Delhi Government since metros are local transport; (2) the Delhi Government should bear JICA loan repayment costs, as the DMRC has never defaulted; and (3) land acquisition costs of Rs. 2447.19 crores should be shared 50:50 between the Union and Delhi, departing from the 2017 national policy because of Delhi's status as the national capital and pollution concerns. The Government of India and Delhi Government were directed to release funds within three weeks to avoid delays in the Metro's Phase IV expansion."
