A university Assistant Professor appointed on a lien vacancy sought confirmation after seven years of satisfactory service following vacation of the lien. The university refused confirmation and decided to re-advertise. The Supreme Court held that since the advertisement included a regular vacancy and the appointee underwent full selection and performed satisfactorily for over seven years, the university's arbitrary refusal to confirm without any adverse performance record violated legitimate expectation principles and Article 14. The Court quashed the rejection and directed confirmation with consequential benefits.
