The Supreme Court upheld this decision, holding that since Recruitment Rules mandate a 50-50 split between promotion and deputation (with direct recruitment as a fallback), and the selection process had not been completed, the appellants had no right to dispute the Municipal Bodies' actions in filling posts according to the statutory mandate. The appeals were dismissed.
