A medical college sought to increase MBBS student intake from 100 to 150 seats for 2021-22. Initial approval was withdrawn due to serious deficiencies found during surprise inspection (fabricated patient records, inadequate medical staff, low occupancy rates). The High Court permitted admission of 100 students. The Supreme Court stayed this order. The college admitted students anyway, breaching the stay. The Court upheld the admissions to protect students from harm but imposed a penalty of Rs 2.5 crores on the college for contempt of court, ensuring students bore no cost.
