The appellant claimed regularization as an Inspector following a cadre merger in 2003 under the Inspector Examiner Recruitment Rules, 2002. The Supreme Court held that the appellant's services must be regularized based on seniority determined in accordance with Clause 12 of the Rules, following precedent in Dhole Govind Sahebroo v. Union of India. The Court also dismissed a related Special Leave Petition, upholding the Central Administrative Tribunal's earlier decision to quash Circular No. 41/2003, which had unjustifiably prejudiced the Ministerial Cadre.
