A slaughter house near National Highway 12 in Tonk, Rajasthan was operating in violation of pollution control standards. A Lok Adalat directed its closure; the State Pollution Control Board later issued statutory closure orders under the Water Pollution Act after finding untreated waste discharge. The panchayat challenged these orders via writ petition. The Supreme Court held that statutory pollution control boards' findings cannot be overridden by writ petitions, and that the closure was validly effected through due statutory process for failing to meet prescribed pollution parameters. The appeals and writ petition were dismissed.
