The Supreme Court issued comprehensive directions mandating CCTV installation in all police stations and investigative agencies nationwide. The systems must record both audio and video for minimum 18 months (or maximum commercially available period if less). State and District-level Oversight Committees were constituted to supervise implementation and maintenance. The Court directed that notices inform citizens of CCTV coverage and their right to complain about human rights violations to the Human Rights Commission or courts, and to access footage if rights are violated. Compliance affidavits with action plans must be filed within six weeks. These measures safeguard Article 21 rights and prevent custodial violence."
