Prahlad Raut, an employee of AIIMS, was arrested and placed under deemed suspension. After a criminal case against him was later settled and quashed, he filed an application over 13 years later before the Administrative Tribunal seeking to challenge his removal from service. The Supreme Court dismissed his appeal, holding that while criminal conviction alone does not automatically justify removal, his application was time-barred by limitation. The quashing of the FIR did not create a fresh cause of action, and the tribunal correctly rejected his plea that such inordinate delay could be condoned.
