The respondents had complained to the High Court that the appellants (government officials including the Principal Secretary) failed to comply with earlier judgments directing preference to 195 petitioners for Basic Health Worker positions. The High Court ordered the Principal Secretary and other officials to appear in person to show cause why they should not be held in contempt. The Supreme Court set aside this order, holding that officials must first be given an opportunity to file and have considered their written explanation before being compelled to appear personally.
