Twenty-two government employees—three Record Clerks and nineteen Office Assistants—in Erode District courts sought promotion to the post of Junior Bailiff without possessing the newly mandated SSLC educational qualification. The Supreme Court upheld the High Court's rejection of their claim. The Court held that the Junior Bailiff post was upgraded from a Group D to Group C position with higher pay and qualification requirements under the Shetty Commission recommendations. Petitioners could not claim upgraded pay benefits while avoiding correspondingly higher qualifications. Previous judgments predating these changes were inapplicable. The Special Rules for recruitment and promotion, not the 2016 Act, governed their eligibility, and those rules did not permit such promotion. The petition was dismissed.
