A woman applied for a low-income group (LIG) housing allotment in 1990 and received an allotment letter in 1992 requiring a balance payment. She did not receive a letter of possession and the allotment was cancelled in 1994. She filed a consumer complaint 16 years later seeking allotment. The District Forum and NCDRC allowed her claim. The Supreme Court set aside these orders, finding the complaint was filed beyond the limitation period despite her acknowledging inability to pay. However, under Article 142, the Court granted her Rs 1 lakh as an ex gratia payment in the interests of justice."
