This appeal concerns the validity of interim fees fixed by the Andhra Pradesh Government for educational institutions without following prescribed regulatory procedures. The Supreme Court held that the interim fee structure, which was adopted without complying with the mandatory procedural requirements under the Regulation Act and its Rule 4, was prima facie illegal. The Court set aside the Division Bench's decision to interfere with the Single Judge's order suspending these fees. The Single Judge's protective order will remain in force until a final fee structure is properly established in accordance with the statutory framework and requisite rules.
