Rajendra Kumar Shrivas challenged the High Court of Madhya Pradesh for exceeding the 10% quota limit in judicial recruitment through limited departmental competitive examination, contrary to Supreme Court directions in All India Judges' Association (2010). The appellant sought cancellation of excess appointments made since 2007. The Court held that from 1 January 2011 onwards, only 10% seats shall be filled by limited departmental competitive examination. While specific appointments cannot be quashed without appointed candidates being parties, the High Court must prospectively ensure compliance and adjust excess appointments in future recruitments. The Court directed the High Court to follow the All India Judges' Association framework strictly and make necessary adjustments.
