A public servant (accused No.8) was charged with issuing a land use certificate allegedly based on manipulated documents. The complaint alleged that he approved the certificate without examining the original grant document. The Supreme Court held that the allegations did not demonstrate any criminal intent but only suggested possible negligence. Since criminal proceedings required proof of criminal intent and the complaint's allegations fell short of establishing this, the Court set aside the High Court's refusal to quash and allowed the appeal, thereby quashing the criminal proceedings against the appellant."
