The Supreme Court set aside a 1983-post selection for Physical Training Instructors by Haryana Staff Selection Commission, finding multiple illegalities. The Commission had cancelled a notified written examination midway and switched to an interview-only process without notifying candidates. The selection criteria was never disclosed until the final result, and evidence showed it was fabricated post-hoc. The Court held such arbitrary downgrading of merit standards violated constitutional equality rights. The Chairman alone had made these policy changes, exceeding his authority; the multi-member Commission must decide such matters. The Court ordered a fresh selection using the original notified criteria (written test and interview) among all original applicants, notwithstanding later cadre conversions.
